They aren't very transparent about the process of verification. Primarily it has to do with how active they are, how quickly people follow them, and acceptance by other verified accounts.

Hmm, ok, I had imagined it was merely a matter of Twitter getting confirmation from the celebrity in question that this is indeed their account, and then getting it marked as verified
